The Reserve at Packer Park is a market-rate housing development of 230 homes built from 2003-2007.  The Reserve was constructed on a 27 1/2 acre brownfield site previously occupied by a United States naval housing development.  The federal government deeded the property to the City of Philadelphia under the Military Base Closing Act of 1995.

The new luxury townhouses and condominiums were designed for families, preserving existing green areas, incorporating large back yards, and providing access to parks and tot lots.  The new homes are also an example of adaptive re-use, integrating existing foundations, infrastructure, and materials to avoid disturbance of the environmentally sensitive site.
